Setbacks and plot boundaries go together: a setback is measured from the boundary, so any error in the boundary passes straight into the setback. A surveyor therefore starts by fixing the plot corners at their correct coordinates, then checks that the designed or built building respects the setbacks in the approved plan and permit. One point matters from the start: setbacks are not a single national number. They vary by municipality, approved plan, land use and street width, so the reference is always the approved plan and the municipality, not figures passed around.

Why it starts with the boundary
An old fence or a leftover mark may not match the boundary documented in the deed or survey decision. Corners must be fixed from documented sources, not visible evidence.
Boundary data sources
- Deed: lengths, area and neighbours, with or without coordinates depending on its age.
- Survey decision: issued via Balady by a survey-classified or approved office, with coordinates. See our Balady survey report guide.
- Approved plan: plots, streets and the requirements setbacks rely on.
- Real estate register: in registration districts, properties are documented with coordinates and a property number; see rer.sa.
Fixing corners step by step
- Collect the deed, survey decision, approved plan and earlier surveys.
- Bring everything into KSA-GRF17 and the correct UTM zone; beware legacy Ain el Abd data (see the KSA-GRF17 guide).
- Start from known control or reliable GNSS, not an arbitrary point.
- Survey existing fences and marks for comparison, not adoption.
- Set out the documented corners.
- Compare them with existing evidence and deed lengths; record differences.
- Install permanent marks, photographed and described.
- Issue a record of coordinates, differences and marks.
The land area calculator gives a quick area check from corner coordinates.
If corners do not match the deed
This often surfaces at sale, building permit or deed update. The usual path is a survey report, municipal approval, then a deed amendment on Najiz. Avoid building on a disputed boundary in the meantime.
Checking setbacks against the approved plan
- Take each boundary's requirement from the approved plan and municipality; street and neighbour sides can differ.
- Measure perpendicular to the boundary, especially on irregular plots.
- Measure from the nearest point, including projections and stairs where the rules include them.
- Treat each frontage of a corner plot separately, with any splay.
- Tabulate required, measured and difference for each side.
City notes
- Riyadh: regular plans, but plots near wadis or the Tuwaiq edge can be special. See Riyadh.
- Jeddah and the Eastern coast: sabkha and groundwater can move marks; re-check before building.
- Qassim: large centre-pivot farms may have unclear natural boundaries. See Qassim.
- Makkah and Asir: on slopes, setbacks are horizontal distances, not slope distances.
Common mistakes
- Treating the fence as the boundary.
- Using circulated setback numbers instead of the approved plan.
- Measuring parallel to a wall rather than perpendicular to the boundary.
- Forgetting projections and stairs.
- Measuring slope distances on sloping ground.
- No permanent corner marks.
- Mixing old and new coordinate systems.
Setbacks differ by municipality and plan and requirements change; check the approved plan, your municipality and Balady before relying on any figure.
FAQ
What setback applies to my plot?
There is no single national figure; check the approved plan's requirements and your municipality.
Can I use the neighbour's fence as my boundary?
Not advisable; the documented coordinates define the boundary.
What if corner marks are lost?
A surveyor re-sets them from documented coordinates using known control, ideally with permanent, photographed marks.
