If you own land or a building on state land and have started legalization, the first technical step is a land survey requested through the Technology Center portal for survey requests. This guide covers the steps, the official fees published on the portal, payment methods and the mistakes that can cost you money or time, based on what the official portal published up to November 2026.
How the survey relates to the state land legalization law
The official portal says it operates under the national project to ease state land legalization, in line with Law No. 168 of 2025 on the legalization of state land and its executive regulations, and the directives of the Supreme Committee for Recovering State Land. The survey fixes the property's location, boundaries and actual area on the ground, and the rest of the legalization request builds on it.
Who carries out the survey?
- The Egyptian General Authority for Survey
- Al-Tameer for Real Estate Registration Services
According to the portal's FAQ, you cannot choose the survey office for these requests: all offices and companies working through the portal are approved by the Egyptian General Authority for Survey, and work by unapproved parties is not recognized.
Steps to request the survey
- Register on the portal and create a survey request.
- Pay the survey fee based on the area in your contract.
- Book an appointment for the site visit.
- Survey work on site.
- Receive the survey.
You can apply online, or at the citizen technology service centers across the country; you do not need to attend in person to apply online.
Official survey fees
These are the fees as published on the portal (Egyptian pounds):
Buildings and properties
| Area | Fee |
|---|---|
| Up to 100 m² | EGP 1,000 |
| Over 100 to 200 m² | EGP 1,250 |
| Over 200 to 300 m² | EGP 1,750 |
| Over 300 m² | EGP 5 extra per m² |
Agricultural land
| Area | Fee |
|---|---|
| Up to 5 feddans | EGP 3,000 |
| Over 5 to 10 feddans | EGP 4,000 |
| Over 10 to 15 feddans | EGP 5,000 |
| Over 15 to 20 feddans | EGP 5,500 |
| Over 20 to 50 feddans | EGP 6,000 |
| Over 50 to 100 feddans | EGP 6,500 |
| Over 100 feddans | EGP 30 extra per feddan, capped at EGP 20,000 |
- Above the top bracket, the cost of the extra area is added to the cost of the bracket's maximum.
- If the surveyed area turns out larger than the area the fee was based on, you pay the difference, and the request is suspended until you do.
- After payment is confirmed, the survey is shipped by an approved courier; the paper certificate is delivered to your correspondence address for a EGP 100 shipping fee.
Payment methods
- Cards (Visa, Mastercard, Meeza) through the portal.
- Within 48 hours at Fawry outlets, the MyFawry app, e-wallets or Fawry machines, using the request's reference number.
Do you need documents?
According to the portal, no documents are needed to request the survey; basic details are enough (name, correspondence address, phone and property address). The portal states that the request is not proof of ownership and has no legal effect.
Warnings and common mistakes
- Never pay survey crews on site under any label. If anyone asks for money, do not deal with them and report it to official customer service; the portal treats such people as impersonators.
- Payments are not refundable under any circumstances, so check your details and area before paying.
- Each property needs its own request; you cannot combine properties.
- Enter the area stated in your contract, since the preliminary fee is based on it.
- You can change the appointment through customer service or the center's official pages.
Customer service hours, per the portal: 9 am to 5 pm, Sunday to Thursday.
When do you need a private survey office?
Legalization surveys themselves run through the portal and its approved offices, and EL EMAN is not an application channel on the portal. A private survey office still helps when you need to:
- Measure the land before applying, so you know the real area and avoid a fee difference or a suspended request.
- Separate boundaries or settle a dispute with neighbours. See land boundary surveys.
- Handle later steps such as registration or a permit file. See certified land surveys for registration and permits.
- Divide land between heirs or partners.
